Foster City, San Mateo County
Foster City was built in the 1960s on Brewer Island, a tract of bay marsh that developer T. Jack Foster raised with millions of cubic yards of sand dredged from the bay. A network of lagoons winds through the neighborhoods, used for sailing, kayaking and paddleboarding. The city incorporated in 1971 and is home to the biotechnology company Gilead Sciences.
